2. Swipe up on any App Preview Window to close the app – you can easily close an app from the multitasking tray by swiping up on the App Preview. In fact, you can even close multiple apps at once by swiping up with 2 or 3 fingers at once.

      I would try a restart of your device. Then, enter multitasking mode again by double tapping the home button and swipe up on the preview of the app, not the app icon. You should be able to swipe the apps to close them.
